PM S.Batbold: Railway in the Eastern Mongolia shall reach sea port

Q: The Government’s alternative of splitting Tavan Tolgoi mining was rejected and the State Great Khural made resolution not to split. Will it affect to the negotiations with investors, made until today?

PM S.Batbold: We carefully discussed it from all ends. The State made its decision after exchanging opinions and reflecting comments from the National Security Council of Mongolia, working groups of the State Great Khural and Standing Committees and experts and scholars. It is important to initiate activity. The Government plans to start mining operation in the first deposit within this year. Many issues such as of pursuing international standard in building and using industries, roads and infrastructure based on the deposit, harmonizing project implementation with the policy of supporting national production, providing workplaces for the people of Mongolia, implementing the condition of using domestic products in the mining operations, transit transportation, pre-payment, border port utilization and advance installation, will be discussed by the fall session of the State Great Khural.

Q: When “Erdenes Tavern Tolgoi” starts its operation?

PM S.Batbold: After the break of spring session, MPs will work on their elected districts. During this period, the Government will have many works to complete. According to our plan, the company can start within this year.

Q: The State Great Khural adopted many important laws, regulations and policies, for example, the State Policy on Railway is adopted. How do you see the role of this document in intensifying the economy development of Mongolia?

PM S.Batbold: This spring session of the State Great Khural made many notable decisions. It managed to solve many issues in economic sector which were the fundamental factors for the development of Mongolia. I believe that the railway policy was made by Mongolians and it was the first time in our history. It was quite responsible decision required rich experience and R&D. Now, we have to work on its implementation. The legal environment is formed to establish railway network, connecting our economic development centers systematically. Direct export issue is included in the State Policy on Railway.

Q: The first phase : Tavern Tolgoi – Sainshand – Baruun Urt – Choibalsan railway is planned. When it will start?

PM S.Batbold: It has to be started within this year. Related Ministries and Agencies are preparing for it. Huge fund is required for the railway building. The Government took initiative to raise fund for this project. The eastern ward railway shall reach sea ports. Therefore, we are supporting cooperation with our neighbours, South Korea and other countries and negotiations and talks on this issue have started. Opportunity to fund the infrastructure building, using our future income from strategic deposits, is formed. The Government will establish Development Bank and through this bank it will fund its infrastructure projects.
