On the 30th of December 2009, the SGK approved the law on Human Development Fund, law on budget of the Human Development Fund and law on the distribution of the grants to the people. Questions were asked from the Speaker of the Parliament regarding these laws.
Q: How much money is needed from the Human Development fund for the first time around?
D.Demberel: We have population of 2.7 million and we need 150 billion MNT if population is multiplied by 70 thousand MNT. This amount will not be distributed all at once.
Q: What if there is someone who cannot get grants?
D.Demberel: The grants should be given to all citizens without any discrimination. The government will make regulations. The citizens without any located address or with no registration could be left out. As I said the government will make these regulations.
Q: Is there any deadline time to get the grants?
D.Demberel: Notebooks will be printed to keep records and citizens will be able to transfer the grants to their notebooks. I don’t think there will a deadline as long as the grants are distributed from the budget.
Q: How will the HDF be funded in the coming years?
D.Demberel: The funding of the HDF is very secure because it is based on the revenue of using natural resources. If the price of copper is stable then the revenue should increase. The political parties stopped their promises so the only way of granting is the HDF. The amount of the grants will depend on the budget of the certain year. The budget for the year 2010 will be re-discussed. We have to discuss whether to make changes in the annual budget year because the budget is approved on the 1st of December and further costs and revenues arise before the New Year.
