MP P.Altangerel developed Law on Uranium and he believes that the Mineral Law of Mongolia should be amended. We have his view towards this issue.
Q: You made question to PM. What is the question and why?
MP P.Altangerel: According to the State Great Khural resolution, dated on June 27 2007, Mardai, Gurvanbulag, Dornod deposits, located in the territory of Dashbalbar soum of Dornod aimag, were considered as the vital deposits for the National Security, economy and social development of Mongolia and the region.
Gurvanbulag deposit, one of these three deposits, is owned by a Canadian invested company “Western Prospector” according to the law. But recently, there were news on media that the company made negotiation to sell its 75% to the Nuclear Energy Corp of China. I made question to PM in order to find out his opinion towards such a strategically important deposit and project.
Q: What was the main reason of the question?
MP P.Altangerel: I made 7 question in total. The main thing is to know about how the article 6.1 of the Constitution of Mongolia that forest, water, animal and other natural resources are under the ownership of people of Mongolia and the State protection, is being implemented in reality.
Also those three deposits are strategically important deposits and explored and discovered by the state funding. Therefore, issuance of exploration license on these deposits are very interesting. Also I wanted to know about cooperation agreements and contracts, under negotiation with Russian Federation, France, Canada, Japan on uraniuim deposits of Mongolia.
The next issue was that uranium commodity is closely related to the National Security issue. Therefore, this issue must be open to public. But we have very limited access to information. The main reason lies on to understand and find out our state policy on uranium commodity development and nuclear energy industry.
Q: Have you studied about the possibilities to mine and develop uranium deposits by ourselves?
MP P.Altangerel: Uranium exploitation is not that sophisticated issue as we think. it is all the same procedure to produce yellow cake. Therefore, we can exploit uranium by ourselves. We don’t want to rely on others hand and lose our chances.
Q: You mentioned that the Mineral Law of Mongolia conflicts with the Constitution of Mongolia. What provisions and clauses exactly conflict?
MP P.Altangerel: The article 6.1 of the Constitution of Mongolia says that forest, water, animal and other natural resources are under the ownership of people of Mongolia and the State protection, but it conflicts with some provisions of Mineral Law of Mongolia. Therefore, there is an issue that which one is prevailing?
Furthermore, not only in Dornod uranium deposit, we should make clear on all deposits. In general, we should develop Mineral Law and Law on Uranium immediately. If Mongolia fails to legalize these relations, Mongolia will lose its land to foreigners.
Q: Therefore, license issuance will be considered?
MP P.Altangerel: Of course, today land of Mongolia is sold to foreigners under the name of license, a piece of paper. In other words, license sale is like petty merchant’s store in the streets. We shall end this faulty actions.
