The low turn out maybe a clear indication that people don't think their vote would make a lot of difference. If there is no obligation to vote maybe a rather high quota of voters needed to make the election possible is something the bipartisan committee for the review of the law should take in consideration. Voting again will cause inconvenience for all of those who voted already while those who didn't will be hard to motivate to do it this time. Personally I think that not voting is also voting.
