Mr. Ts.Boldsaikhan, the Head of the Election Committee of Capital Ulaanbaatar informed that “…according to the recent reports from the district election committees, electors activity was 51,7% in Khan-Uul district, 57,7% in Nalaikh district, 76,6% in Bagakhangai district, but other districts haven’t reported yet…” These three districts have 10% of total population of Ulaanbaatar.Regardless the late reports from other districts, only 40% of total voters of Ulaanbaatar City attended the election, October 12 2008. Therefore, there will be re-election in Ulaanbaatar City.
Mr. Boldsaikhan continues that “… passive attendance in the election was not because of the failure of election committee, we did good job to attract electors for their election…” According to the law, re-election date will be announced today.

Personally I think that not voting is also voting. The low turn out maybe a clear indication that people don’t think their vote would make a lot of difference. If there is no obligation to vote maybe a rather high quota of voters needed to make the election possible is something the bipartisan committee for the review of the law should take in consideration.
Voting again will cause inconvenience for all of those who voted already while those who didn’t will be hard to motivate to do it this time.
