Friday, September 19 2008, S.Bayar, Prime Minister of Mongolia sent an introductory letter of his Cabinet Ministers to N.Enkhbayar, President of Mongolia. President N.Enkhbayar met with candidates of the Cabinet Ministers, one by one, starting at 10 am. During these individual meetings, President N.Enkhbayar interested in the candidates’ opinion on their respective sector and added his own opinion and comments. He also put same question to all of them about their works if they will be approved by the parliament.
Yo.Otgonbayar, a candidate to the Minister for Education: Wants to strengthen the quality of the higher education.
I think that education sector has loads of works to be completed, because over 600-700 thousand people are related to this sector. I have personal will to form the system to allow Mongolian children to study in abroad after their secondary education. Mongolia reached enormous achievement in XX century. But in the last 10-15 years this success speed was decreased. Therefore, I would like to improve the quality of education. Sector is itself huge and hence it has many challenges. Improvement of teachers’ quality and knowledge, supply of study materials and implementation of lunch program are introduced into the secondary education sub-sector. Therefore, I will pay much attention on supplying quality food product and workplaces for the graduates.
D.Zorigt, a candidate to the Minister for Mineral Resource and Energy: Top priority is to amend the Mineral Law of Mongolia.
It is quite early to mention. But today the most focused issue is the portion or grant from the Income of Mining Industry, which are stated in the portfolio of MPRP and Democratic Party. It has two different names: Portion of Treasury by Democratic Party and Grant of Motherland by MPRP. In order to achieve in this target, strategically important deposits and mining projects must be in economical use. The most critical and challenging issue is to propose new Mineral Law of Mongolia to the State Great Khural.
L.Bold, a candidate to the Minister for Defense: To optimize Defense sector into the modern demand.
L.Bold noted that this Ministry is one of the vital sector of Mongolia and promised to optimize this Ministry, which is the guarantee of the independence of Mongolia, up to the modern demand. President N.Enkhbayar noted that this sector is helping to increase the reputation of Mongolia to abroad and Mongolian peacekeepers are contributing in the global peace.
T.Badamjunai, a candidate to the Minister for Agriculture and Trade: It is possible to declare independence from food dependence.
Most of all, Mongolia can provide its food needs by itself, using own flour to make bread, milk tea from own livestock. Within two years, Mongolia can declare its independence from main imported food. I will work for it. This year around 46% of total consumption of Mongolia can be provided from Mongolia. Mongolia can make it up to 100% in two years. Also he will work towards creating more workplaces in the light industry. But it must be based on the private sector. SME will flourish and workplaces will increase.
S.Lambaa, a candidate to the Minister for Health: To transfer insurance into the market system.
S.Lambaa expressed his intention to optimize the health insurance. President noted the importance of transferring health insurance system into market system and conveyed the request of University of Medicine to establish its own hospital. Also he added that new technology must be introduced in this sector.
T.Gandi, a candidate to the Minister for Social Welfare: to start her work how to form the source of fund of election promises.
T.Gandi said that to start her work how to form equal distribution of the social wealth that was promised during the election by political parties and systematically establish its distribution system. Social welfare shall be distributed to the right part of society and improvement of living standard of people, is important she added. She will pay her attention not only supporting poverty, but creating workplaces. Also Mongolia will not export its human resource, instead create workplaces to provide income equal as those working and living in abroad can make. She noted that education, agriculture, mineral sector developments are all related to the social security and welfare.
S.Bayartsogt, a candidate to the Minister for Treasury: Inflation is the key issue.
S.Bayartsogt named inflation as the key important issue. President also agrees with him and he commented that the gain or guilty of Minister for Treasury is depends on how he can handle and harness inflation.
Kh.Battulga, a candidate for Road, Transport and Tourism: To build parallel railroad in order to improve transportation circulation.
President N.Enkhbayar advises him to consider expanding railways, develop infrastructure, to improve 8 cities, regional centers of regional Development of Mongolia, into the level of the true city, to create healthy city by expanding Ulaanbaatar to its satellite cities and not to over populate (max 600.000 population) and to upgrade old airport of Nalaikh instead of building Hushigt Valley.
