To reject draft laws.
According to the provision 22.5 of the law on rule of the State Great Khural of Mongolia and provision 43.1 of the Law on the State Great Khural, The State Great Khural resolves:
1. To reject a draft law to amend the Mineral Law of Mongolia, presented by MP Ts.Damiran and Ch.Avdai and other 13 MPs on March 12 2008 and a draft law to amend the Mineral Law of Mongolia, presented by MP E.Bat-Uul and R.Erdeneburen and other 2 MPs on April 22 2008, with reason of the majority of lawmakers’ term is expired. 2. The duty is imposed to the Government of Mongolia to draft investment agreements to jointly develop and exploit strategically important Tavan Tolgoi coal mine and Oyu Tolgoi copper-gold mine, in accordance with the effective laws and resolutions of Mongolia and resolution of the State Great Khural on “adopting main principle and guidance”, if necessary to develop the draft of amending the Mineral Law of Mongolia, and to present drafts to the State Great Khural within December 1st 2008.
3. The duty is imposed to the working group (MP Kh.Badamsuren) to prepare the State Policy on Mineral sector and program of developing mining industry until 2015 and to present precise proposal and conclusion in improving geology and mining industry legislation and environment by closely studying comments of citizens, organizations, scholars and experts to the State Great Khural.
