Chapter II
Article 8 Majority and minority at the State Great Khural
8.1. Party, coalition or group with 39 or more seats at the State Great Khural is majority.
8.2. Party, coalition or group with 38 or less seats at the State Great Khural is minority
8.3. Non party member MPs are not included in the majority or minority.

Tasks
The Great State Khural draws up new laws in conjunction with the government, and decides on their introduction. The parties represented in parliament nominate candidates for the direct election of the president. The parliament confirms the prime minister (proposed by the president) and the other ministers. It can veto initiatives of the president with a 2/3 majority.
A 2/3 majority is also necessary for a change of the constitution. At least 39 MPs’ attendance is valid to start discussion and votes of majority will pass a law.

I do not understand what the delay is on the OT agreementy. IF, the MPRP Party has approved the OT agreement, why have they not simply taken a vote and passed it?
They have the majority needed to do so.

I take it that you are from Italy, I have enjoyed a couple of trips there many years ago. I loved it. The people and the food are wonderful.
There must be some discension within the MPRP Party if there is both a majority and a minority. As I understand it the mining agreement could be passed by the vote of 39 MPs. They may be waiting until after the elections, too late in my opinion, when they may have even a larger position in the Parliament.
The positions of the various Ministers involved, should be published in the newspapers and other sources of info available to the citizens, they have a need and a right to know what is going on. Especially with an election coming in the near future.
The OT agreement is one of the economically important issues in front of the Parliament. It affects the whole South Gobi region, if not the entire country.
