MPRP and Democratic Party groups made their regular meeting and agreed upon discussion issues at SGK.
Group chairman made disclosure about the decisions they made.
Q: What issues were discussed at the meeting? Do you make any progress in OT agreement draft? MP Ch.Saikhanbileg: We discussed 7 issues at the party group meeting. As for OT agreement, each MP’s proposal and remark are discussed separately. MPs would like to support Law on Auto Transportation. But they won’t support draft law of increasing tax on imported wheat and flour from 5% to 15%. Because it would cause increase in wheat flour prices.
Q: Democratic Party took break on the draft law, initiated by the President. Would you re-consider this law?
MP Ch.Saikhanbileg: We discussed about three laws, Law on petition of people to the State officials, Law on adopting resolution and laws from SGK, General Law on State Registration. No social welfare or security related laws will be initiated or no populist promises will be made within the period of six months prior to the election. Therefore, Democratic Party decides not to discuss any draft laws until the en d of the Presidential election. In other words, these laws can be discussed after May 24 2009. Also, The Government of Mongolia hasn’t expressed its position towards these draft laws. Therefore, it is not correct if SGK took initiative in discussing these draft laws. We have position to discuss them after making the position of the Government clear and improving draft laws.

Thanks for asking the question on the OT agreement.
It sounds like the parliament is going to delay discussion of the OT mining agreement until after the elections. Are not the elections in JUNE. So no agreement until the summer is possible. And now a new set of elected officials will need to be educated about the agreement.
Two more weeks WILL turn into two more years. This will insure that the recession in Mongolia will last much longer.
Stay on them. The people have aright to know that the parliament, the peoples elected officials, are delaying the progress of the most important mining project in Mongoolia,
BILLIONS of dollars that could be used in the economy at this time, delayed still another time.

yes, I presume it will delay until the end of August or October. Parliament spring session ends July 5 i guess. I am trying to find regulatory document but it is still hard to find idk.
I do not know but I do not think IVN / RTP will
be happy with ANY delay beyond the end of May.

What they have done for the South Gobi region and the citizens there is extraordinary.
All without any agreement. I find this incredible. I get the impression that the MPs think that IVN / RTP is like a horn of plenty, that there is no end to what they can spend without the chance of making a decent and acceptable profit.
As I understand the Parliament has two major parties The MDRP and the DP, DP holds 8 of the 76 Parliament seats. MDRP holds 46. Does it take a 100% concensis to pass a law or to sign this agreement?
I thought that all of the Ministers involves had approved the agreement in the recent past, after the discussions and negotiations were supposedly complete.
If the MPs do get the additional info they are asking for, will they understand it better than they did before?
