Prime Minister S.Bayar: Mongolia has two neighbors (Part II)

Q: Before the visit, some say that Mongolia doesn’t need to swap its independence with 3 billion US$. Even PM doesn’t need to meet with Shenhua group. Don’t beg money from China, What would you say about it?

S.Bayar: Mongolia has two neighbors. I made an official visit to Russian Federation. At that time people also talked about not need to meet with Russians and ask money from them. But when I visit to China also some people talked about not to ask money or not become to close with China etc. Being as the Prime Minister of Mongolia and being as the leader of the winning party, we need to reach our promises. If we don’t develop our relations with our two neighbors, where do we reach at the end? Of course, when we meet with our two neighbors we have to consider our independence and our nation’s core interest. On the other hand, it is not that interesting to me when the political parties or movements’ statement with less support from public and don’t have any seats at SGK. I have position that their remark and comments should not be block to the projects that are based on the cooperation and mutual benefit. I strongly regret for losing so much time.
This is the time to see the outcome of the coalition government benefit.

Q: Some MPs said that soums, the smallest administration unit of Ordos, China, is developed to the level of metropolitan city. We had same start line 10 years ago. But they reached their peak and we are on the bottom. Single step is enough for the reform. What would you say about it?

S.Bayar: I visited Ordos region several years ago. It changed enormously. It has many mining projects. It is also rich in coal like us. Some huge mines are operating there. Thanks to the mining development, Ordos changed so much. It was empty steppe before, but Bugat City is changed so much. Where this wealth came from? It is all about wise solution of usage of mineral. We have so much mineral. Unfortunately, we are still lagging behind due to the internal political conflict and troubles. I have strong position to start all the major mining projects within 2009. MPRP won majority seats at parliament, but we offered coalition government in order to unlock our mining opportunity. This is the time to see the outcome of the coalition government benefit. I hope you noticed it already that our delegates, consisted of both parties and MPs, supported the Government actions. Delegates include DP group Chairman, Heads of Standing Committees and MPs. Before talking about certain issues, I consult with them Therefore, I am not making decision alone, and I try to bring all the voices from Ministries, agencies and Cabinet Members into it. We have same position, so we have to implement this major project immediately, namely TT project. We made an official negotiation with Shenhua Group, a leading group in the world with its sales, mining and experience in open pit and underground mining. We are ready to cooperate on three projects. They are interested in TT project. Shenhua Railway is separate from the other Chinese railway, devoted only for the mineral transportation. We calculated that Mongolia has capacity to export 20 million tons of coal each year through Honhai port, southern part of Tianjin.

They expressed their readiness to build similar factory to extract liquid fuel from coal. Our Government has policy to create value added productivity in Mongolia, instead of exporting raw material. It was supported and such a factory was offered to build in Mongolia. It is good for both sides. Why not to implement such a project today?
